Abstract:
We study the effects of autonomous vehicles (AVs) using a spatial general-equilibrium model calibrated for the Netherlands, capturing the key fact that a part of the in-vehicle time in an AV will be available for performing activities such as work or leisure. Numerical results show that AVs increase welfare in all the simulated scenarios, caused by a decrease in the generalized price of leisure trips, a higher consumption of goods and housing space, and, in some scenarios, more leisure time. If the mode share of cars increases due to the introduction of AVs, the welfare gains decrease due to higher congestion, that in some cases can completely offset the time benefits of performing activities while traveling in AVs. The increase in car-kilometers induced by AVs reduces the environmental benefits of substituting the internal combustion engine (ICE) car fleet by AVs that run on electricity. If the environmental cost of electricity per kilometer driven is around 75% of that of an ICE car, the environmental benefits can completely disappear, and for yet higher percentages the environmental cost can increase compared to the current situation.
